Speakers: County Commissioners Fred Perry
and John Smaligo
Topic: Tulsa County government

Commissioner
Fred Perry received his Bachelor’s degree in 1963 from the University of
Kansas, majoring in Personnel Administration and Political Science. Fred
spent over 30 years in the information technology field. He
received several national sales and management awards during that time.
In 1994, Fred was elected to the Oklahoma House of Representatives. Fred
passed over 20 bills during his legislative career dealing with information
technology, victims‘ rights, government efficiency and transportation.
During his last term, Perry was Chairman of the Transportation Committee and
helped pass landmark legislation to fund bridge and highway improvements
without increasing taxes. As Commissioner he has successfully lobbied to
get more money for County transportation needs. He has been working to
make county government open, transparent and efficient. The Tulsa County
Performance Audit is posted on the Tulsa County website, and Perry is
implementing many of the suggestions recommended by the Performance Audit
team. Fred is married to Marcia; they have two children and three
grandchildren. The Perrys have been members of Tulsa Bible Church since
1977 where Fred has served as deacon and deacon chairman.
Commissioner
John Smaligo earned his B. A. in 1998 from the University of Central
Oklahoma. In 2000 John was elected to the Oklahoma House of
Representatives. He was elected to the position of Republican Caucus Vice
Chairman and later was appointed Assistant Majority Floor Leader. During
his tenure, he helped rewrite the rules of procedure for the
Oklahoma House of Representatives. Those changes have brought
greater accountability and more openness to the legislative process. John
ran for Commissioner in 2006 and is the first Republican to hold the District 1
office. John is married to Lesa and is a proud stepfather to
Preslea. The Smaligo family is actively involved at St. Henry Catholic
Church.
